How about a bike bell that looks like a clown’s nose? It packs 80 decibels of three sound variations, so it will give plenty of oomph when you need to alert someone of your presence. Fasten it magnetically to your handlebar when you’re riding and pop it off and put it in your bag or pocket when you’re on foot.
